What We Do
We provide Texas Department of Licensing and Regulation (TDLR) required plan reviews and inspections for construction projects in the state of Texas, to ensure they follow the Texas Accessibility Standards (TAS). This involves a PDF plan review before construction, and a physical site inspection once construction is complete. Clients usually find us through either searching for a registered accessibility specialist (RAS) or because they have tried to get a building permit at the city and find out that they need a TDLR registration number for their project.
Services
Assistance with TDLR registration if needed. The project owner can also register their own project, which is where the TDLR registration number required by cities for a building permit is issued.
PDF review of construction documents before construction starts, checked against the Texas Accessibility Standards.
Physical site inspection once construction is complete.
Thresholds
All projects with an estimated construction cost greater than $50,000 are required to be registered and reviewed. Projects less than $50,000 are still required to comply with the Texas Accessibility Standards but are not required to be registered.

Register the project on TDLR's TABS Portal using RAS #1753 and send the TABS Registration Receipt. If you would like Bullard Accessibility to register the project, send a completed Project Registration Form with the $175 filing fee. If applicable, send a completed Owner Agent Designation Form.
The architect or project designer sends a PDF set of the construction documents and the Proof of Submission Form no later than 20 business days after the plans are issued. A download link can be created for free using WeTransfer.
Pay the applicable TAS Plan Review and Inspection total fee based on the estimated construction cost, per the fee schedule.
Upon receipt of payment, a TAS plan review of the drawings is performed and a detailed findings report is issued.
After construction is complete, send a completed Request for Inspection Form. The inspection must be completed within 1 year of construction completion.
If violations exist, submit an Inspection Response Form and complete all corrections within 270 days of receiving the inspection report.
Fees
An additional travel fee may be charged prior to inspection based on distance traveled, at the rate of $0.67/mile (or the current rate), plus a $150.00 lodging fee for travel over 250 miles.
